Hnahthial Post | November 6, 2025, Lunglei: An introductory meeting on the implementation of the SMILE (Support for Marginalised Individuals for Livelihood and Enterprise) scheme under the Ministry of Social Justice & Empowerment was held today at the Office Chamber of the Deputy Commissioner, Lunglei. The meeting was chaired by Deputy Commissioner Pi Navneet Mann.
Speaking at the programme, the Deputy Commissioner stated that the SMILE scheme aims to support marginalised individuals in improving their living conditions and achieving sustainable livelihoods. She informed that the initiative will be implemented in Lunglei town as part of the government’s effort to uplift vulnerable groups and help them become self-reliant.
The meeting also discussed the guidelines and rollout plan for the scheme in Lunglei. As part of the initial stage, a survey will be conducted to identify individuals engaged in begging, followed by profiling and issuance of ID cards to them. The scheme will subsequently provide skills training, livelihood support, rehabilitation assistance and other necessary interventions as required.
For the first phase of implementation in Lunglei town, four localities—Bazar Veng, Chanmari, Electric Veng and Venglai—have been identified for the baseline survey. Survey teams will be formed for this purpose. The survey and preliminary assessment are planned to be completed before 15 January 2026, after which further steps will be undertaken in accordance with the scheme guidelines.
