Hnahthial Post | Aug 15, 2026, Aizawl: The 80th Independence Day of India was celebrated with grandeur at Aizawl Lammual today, with Chief Minister Pu Lalduhoma gracing the state-level celebration as the Chief Guest.

The Chief Minister unfurled the National Flag and took the salute from 27 parade contingents. He also inspected the parade and presented various awards and honours to distinguished individuals and institutions.

Addressing the gathering, Pu Lalduhoma paid homage to the freedom fighters who made supreme sacrifices for India's independence and to all those who laid down their lives in the service of the nation. He called upon the people of Mizoram to work together towards building a more developed, peaceful, inclusive and self-reliant state.
“Because of our collective efforts, we are continuing to witness a new face of development,” the Chief Minister said, highlighting a wide range of initiatives and achievements of the Mizoram Government.
MAJOR DEVELOPMENT INITIATIVES AND ACHIEVEMENTS
1. Mizoram Bana Kaih (Handholding) Scheme
The Mizoram Bana Kaih (Handholding) Scheme is one of the largest initiatives undertaken by the Government to strengthen the state's economy and support its people. Along with financial assistance to Progress Partners, efforts are being made to enhance their skills, improve livelihood opportunities and promote sustainable economic development.
2. Mizoram Bana Kaih Venture Capital Fund and Investment Promotion
To encourage young people to explore new avenues of employment and establish viable enterprises, the Mizoram Bana Kaih Venture Capital Fund has been established with a corpus of ₹20 crore. It is the first pioneering venture capital fund established by Mizoram to support aspiring entrepreneurs and promote self-reliance.
Mizoram has also introduced the Investment Policy, 2025, and established an Investment Promotion Agency to facilitate investment and attract major investors to the State.
3. SNA SPARSH
All Centrally Sponsored Schemes (CSS) implemented in Mizoram have been brought under SNA SPARSH. In recognition of the State's efforts to ensure timely and effective implementation of these schemes, the Central Government has awarded Mizoram an incentive of ₹350 crore.
4. Tax Collection
Tax reforms have yielded encouraging results. During 2025–26, the State's total tax collection reached ₹1,278.55 crore, with the growth rate increasing from 3.35 per cent to 11.20 per cent. GST 2.0 has further strengthened the tax collection system by making it more systematic and broad-based, thereby creating greater fiscal space for development activities.
5. E-Office
Around 45 Government offices, including the Secretariat, are now using the e-Office system. The initiative has enhanced administrative efficiency, reduced dependence on physical files and contributed towards a more transparent and responsive system of governance.

6. Good Governance and Public Grievance Redressal
Recognising the importance of citizen participation in good governance, mechanisms have been established for citizens to submit grievances and suggestions relating to Government functioning. Around 90 per cent of cases received through CPGRAMS and 91 per cent of cases received through Mipui Aw have already been resolved.
7. Revenue Administration and Land Records
An e-Ram portal has been developed to strengthen revenue administration and facilitate efficient management of land-related services. A large number of land records have also been digitised under the Digital India Land Records Modernization Programme (DILRMP).
8. Land Records and Property Cards
Mizoram has become the first State in the Northeast to distribute SMAVITA Property Cards. The NAKSHA pilot project for urban land-record modernisation has been launched in Aizawl.
To address the shortage of surveyors, private firms have been engaged to supplement the department's surveying capacity. An Online Land Tax Payment System Version 2.0 has also been introduced, along with an e-Stamping system to facilitate convenient and secure payment of stamp duty.
9. Ginger Production and Marketing
Procurement and marketing of ginger continue to receive Government support. In 2026, around ₹22 crore has already been provided as Support Price. The Ministry of DoNER has sanctioned ₹30.13 crore for establishment of a ginger processing unit in Champhai district. Mizoram has also been recognised as the Ginger Capital of India.
10. Off-Season Tomato and Cabbage Cultivation
Under the Mission for Integrated Development of Horticulture (MIDH), substantial efforts are being made to promote off-season cultivation of tomato and cabbage.
In 2025, production reached 2,770.5 metric tonnes of off-season tomato and 3,712.64 metric tonnes of cabbage. Farmers earned approximately ₹40 crore from these crops.

11. Animal Insurance
Under the National Livestock Mission, the Animal Insurance Scheme is being implemented across the State. Around 3,290 animals have already been insured, while 60 insurance claims have been settled.
12. Promotion of Milk Production
To strengthen milk production and dairy development in Mizoram, the Mizoram Milk Producers’ Cooperative Union Ltd. and the National Dairy Development Board have entered into a Memorandum of Understanding for cooperation.
13. Water Management
The Mizoram Water Information and Governance Bill, 2026 has been passed, and the Mizoram State Water Informatics Centre has been established.
Eighty-one Real-Time Data Acquisition System (RTDAS) stations have been installed at different locations across the State to monitor rainfall, river water levels and groundwater conditions. The system is expected to increasingly support farmers and improve water-resource management.
14. Cooperative Sector
An RCS Portal has been developed to enable Cooperative Societies to carry out their activities more conveniently through digital platforms. Mizoram is among the best-performing States in the country in strengthening Primary Agricultural Credit Societies (PACS) through computerisation.
The Reserve Bank of India has also recognised the Mizoram Cooperative Apex Bank as a scheduled bank.
15. VB-GRAM (G)
Mizoram is among the first States to be fully prepared for the implementation of VB-GRAM (G), which will replace MGNREGA. An initial allocation of ₹611.65 crore has been made for its implementation.

16. Vibrant Villages Programme-II
The Vibrant Villages Programme-II has been launched in Mizoram and will cover 109 border villages, strengthening development and connectivity in strategically important border areas.
17. Foodgrain Security
To prevent difficulties relating to the availability of rice, the Mizoram State Special Ration Package has been implemented, benefiting around 29,000 families.
The monsoon stock of rice for 2026–27 has already been procured and stored. Improved stock management has resulted in savings of approximately ₹73.24 crore of Government funds that would otherwise have been lost through wastage.
18. PDS and LPG Infrastructure
The Public Distribution System has been strengthened through SMART-PDS. Construction of a larger LPG Bottling Plant at Mualkhang is underway, while 24 godowns are also under construction to strengthen storage and distribution infrastructure.
19. Power Generation
The 10 MW Thenzawl Solar Plant has been inaugurated, while work has commenced on the 24 MW Tuirini Small Hydel Project. Upon completion, the Tuirini Project is expected to generate around 64 million units of electricity annually.
20. Drinking Water
Major drinking-water projects are being implemented under NESIDS, AMRUT 2.0, SASCI and NABARD to ensure adequate and sustainable availability of safe drinking water across the State.
21. Urban Development
Infrastructure development and improvement works are being undertaken in various towns across Mizoram at an estimated cost of more than ₹467 crore.
22. Industrial Development and Border Trade
The Flatted Factory Complexes under construction at Luangmual, Pukpui, Zote and Kolasib are nearing completion.
To promote cross-border trade, the Zokhawthar Land Customs Station has been upgraded, with plans to develop it further into an Integrated Check Post.
23. Tourism Development
Tourist arrivals in Mizoram have increased significantly. Tourism promotion activities are continuing, with the State pursuing several initiatives to position Mizoram as an attractive destination. One of the State's long-term visions is to develop Aizawl as India's “Winter Capital of India.”
24. Higher and Technical Education
The Mizoram State University (Amendment) Act, 2026 has been enacted and is being actively followed up.
Mizoram's efforts to establish the Mizoram Engineering College received approval from the All India Council for Technical Education (AICTE) on 9 April. Classes are expected to commence from the 2026–27 academic session.
25. Drug Rehabilitation
To provide systematic and structured care to persons undergoing drug treatment, the Mizoram Drug Treatment-cum-Rehabilitation Accreditation System has been formulated. Twenty-one rehabilitation centres have already enrolled under the system.
26. Drug Demand Reduction
The Hulhliap Short-Stay Centre is one of the major initiatives under the State's drug-demand reduction efforts. In collaboration with churches and NGOs, the Government is providing care and support to persons affected by drug abuse, including skill-development opportunities.
CM Special Packages have also been provided to selected beneficiaries who qualify for such assistance.
27. Sports Development
The Bana Kaih Empowering Mizoram Sports (EMS) programme is being implemented to identify, nurture and support talented young athletes, with the long-term objective of enabling Mizo athletes to participate in the 2036 Olympic Games.
In collaboration with Nippon Sports Science University, Japan, an EMS digital portal has been developed. Eight sports disciplines have also been selected for specialised training.
In recognition of these initiatives, Mizoram has received the “Best Upcoming State Promoting Sports and Physical Education” Award.
28. Healthcare
Under the Mizoram Universal Health Care Scheme (MUHCS), ₹178.58 crore was spent on medical treatment between April 2025 and April 2026, strengthening access to healthcare for the people of the State.
29. Human Rights, Prosecution and Traffic Management
The Mizoram State Human Rights Commission has been newly established to safeguard the rights of citizens. A Directorate of Prosecution has also been established to strengthen the criminal justice system.
Through the Mizoram Regulation of Inner Line Pass, 2026, the system of issuing Inner Line Permits has been improved. The Aizawl City Traffic Police Warden Scheme has also been introduced to strengthen public participation in traffic management.
30. Action Against Alcohol and Drugs
A major crackdown has been undertaken against persons involved in the illegal sale of alcohol and drugs, resulting in arrests and registration of cases.
A new plan has also been formulated for the production and marketing of fruit beer using produce from local farmers. A special permit, known as the “red card”, has been introduced to enable eligible persons requiring it for health-related purposes to purchase Indian Made Foreign Liquor.
31. Landslide Risk Mitigation
A Project Pre-Feasibility Report has been prepared under the National Landslide Risk Mitigation Programme and submitted to the National Disaster Management Authority (NDMA).
Vulnerable areas prone to major rockfalls and landslides in different parts of Aizawl, Siaha, Champhai and Serchhip districts have been studied, and mitigation plans have been prepared.
32. Environment and Biodiversity
Mizoram continues to have the largest forest cover among Indian States. Various programmes, including the Green India Mission, Project Tiger, Project Elephant and CAMPA, are being implemented to conserve forests and biodiversity.
During the current year, plantation has been undertaken over an area of 1,800 hectares. Efforts are also continuing to prevent forest fires and protect wildlife. Seventy People's Biodiversity Registers have already been completed.
33. Employment and Worker Welfare
Counselling and career guidance are regularly provided to unemployed youth through Model Career Centres, MYC and Employment Exchanges.
Various welfare benefits have also been introduced under the Mizoram Building and Other Construction Workers Welfare Board for workers engaged in house construction and other construction activities. Around 21,000 workers have already received assistance.

GOVERNOR’S AT HOME
Later in the day, a Governor’s “At Home” was hosted at Lok Bhavan by Governor General (Dr) Vijay Kumar Singh, PVSM, AVSM, YSM (Retd) as part of the Independence Day celebrations. Chief Minister Pu Lalduhoma and specially invited dignitaries joined the Governor for tea, marking the conclusion of the state-level Independence Day programme.
The 80th Independence Day celebrations thus brought together the spirit of national unity, public service and collective responsibility, with the State reaffirming its commitment to inclusive development, good governance, peace and a stronger and more self-reliant Mizoram.
