Adviser to CM TBC Lalvenchhunga Inaugurates Basic Foundation Training for Combined Civil Service Officers

Hnahthial Post | Sep 8, 2026, Hnahthial: Adviser to the Chief Minister (Finance & Planning), Mr. TBC Lalvenchhunga, today inaugurated the Basic Foundation Training Course for 34 newly recruited Combined Civil Service Officers at the Training Hall of the Administrative Training Institute (ATI), Aizawl.

The training programme will be conducted from 8 September to 30 October 2026 on a residential basis.

Addressing the newly recruited officers, Mr. TBC Lalvenchhunga extended his best wishes for their careers and reminded them that they had earned their positions on merit, not through favouritism. He said that becoming an officer was not the end of their journey but the beginning of a greater responsibility.

He emphasised that government offices and positions of authority were not personal possessions but belonged to the people. An officer who enjoyed the privileges of office while neglecting the responsibilities attached to it would ultimately fail in public service, he said.

“Government servants are the machinery that keeps the government functioning and play a vital role in a democracy. You are expected to bring about change. Whenever you deal with a file, remember that there are people and human lives behind every file,” he said.

Advising the officers to remain steadfast in the face of challenges and temptations, he urged them to constantly ask themselves whether their actions were within the law and to have the courage to do what was right. He also stressed the importance of understanding Mizoram and its people. Officers, he said, should travel extensively across the State and gain firsthand knowledge of its rivers, geography, different communities and their livelihoods. “It is unfortunate for an officer not to have a proper understanding of the State in which they serve,” he remarked.

Speaking on the growing role of technology, Mr. TBC Lalvenchhunga acknowledged that digital advancement and Artificial Intelligence (AI) had brought significant convenience and efficiency. However, he cautioned the officers against becoming overly dependent on AI, urging them instead to develop their own knowledge, judgement and capabilities so that they would not become replaceable by the very technology they use.

The inaugural programme was chaired by Smt Lalrimawii Hmar, Joint Director (Training), ATI.

Smt. Rita Lalnunmawii Pachuau, Director, ATI, in her address, said that the training programme had been designed with an emphasis on practical experience. She highlighted the importance of developing soft skills that officers could effectively apply in their workplaces, rather than limiting the training to rules and procedures alone. She also said that conducting the training on a residential basis, with officers from different services staying and learning together, would help foster stronger professional relationships and greater coordination among them. She informed that efforts were also being made to enable officers recruited through the Combined Civil Service Examination to undergo training together. She expressed appreciation for the Government's support towards the successful implementation of the Smart ATI initiative.

The inaugural programme concluded with a vote of thanks delivered by Pi Lalnunmawii Varte, Core Faculty, ATI.
