Hnahthial Post | July 20, 2026, Aizawl: Chief Minister Pu Lalduhoma today presented awards to the winners of the Vanapa Hall & Park Architectural Design Competition at the I&PR Mini Theatre, Aizawl.
The award ceremony was organised by the Urban Development & Poverty Alleviation (UD&PA) Department, the Nodal Department overseeing the redevelopment of the erstwhile Assam Rifles-occupied land in the heart of Aizawl. Minister for UD&PA, Pu K. Sapdanga, attended the function as the Guest of Honour.

Addressing the gathering, the Chief Minister said that Aizawl was initially planned by the British to the best of their knowledge and resources, although no formal written master plan was ever prepared. Following Independence, the city expanded steadily, largely in response to increasing population and urban growth.
He observed that as Aizawl has grown over the years, infrastructure that was once considered adequate has become insufficient. Roads that once met the city's needs are no longer wide enough to accommodate present-day traffic, while public halls and parks that were once regarded as spacious have become inadequate. He underscored the growing need for wider roads, improved public spaces, and thoughtfully designed parks to meet the aspirations of a modern capital city.

The Chief Minister expressed gratitude that the Assam Rifles land in the heart of Aizawl has been returned to the people. He said the Government constituted an Advisory Committee representing various sections of society to prepare a comprehensive Master Plan for the redevelopment of the area, with the construction of a new Vanapa Hall identified as one of its key components.
He stated that the Advisory Committee drew inspiration from well-planned cities around the world in preparing proposals that would create enduring public assets while reflecting the unique identity of Mizoram. As Vanapa Hall & Park will occupy a prominent location in the city centre and serve as one of Aizawl's principal civic and cultural spaces, the Government envisions a facility that is aesthetically distinctive, functional, safe, and worthy of becoming an iconic landmark of the capital. To realise this vision, the Government decided to select the design through an Architectural Design Competition, which was successfully organised by the UD&PA Department.

Congratulating the winner, the Chief Minister noted that Ar. Lalrinzuala Ralte, Principal Architect of Catalyst Architecture Studio, is also the recipient of the prestigious 35th JK Indian Architect of the Year Award 2026. He expressed satisfaction that the design of Vanapa Hall & Park has been entrusted to one of India's leading architects. Although funding for the construction has yet to be secured, the Government intends to pursue financial assistance under the PM-DevINE scheme and will expedite the preparation of the Concept Paper and Detailed Project Report (DPR) to facilitate the project.
The First Prize was awarded to Catalyst Architecture Studio, led by Ar. Lalrinzuala Ralte. During the programme, he presented the winning design and explained the architectural concept and vision for the proposed Vanapa Hall & Park.

The Architectural Design Competition was launched on 17 March 2026. A total of 33 architectural firms, including several from outside Mizoram, registered for the competition. By the submission deadline of 15 May, 16 firms had submitted their proposals, of which 14 satisfied the eligibility requirements. Following a comprehensive evaluation, the jury shortlisted six firms, which were invited to present their designs before the judging panel. The assessment process spanned nearly three months before the final results were declared.

Speaking on behalf of the jury, Ms. Lalengzuali, Chief Architect, Public Works Department, outlined the evaluation process. She observed that many distinguished public spaces in developed countries have emerged through architectural design competitions and described the Government of Mizoram's decision to adopt this approach as progressive and in keeping with contemporary international best practices. She further noted that the competition was conducted in accordance with the guidelines of the Council of Architecture.
The UD&PA Department is also organising the Vanapa Hall & Park Architectural Design Exhibition, which will remain open to the public at the I&PR Conference Hall until 22 July 2026.
